Support Program for the Social and Professional Insertion and Reintegration of Vulnerable Persons
In the context of combating social maladjustment and juvenile delinquency, the Ministry of Social Affairs (MINAS) and the National Employment Fund (FNE) signed on August 4, 2006 a partnership agreement for PAIRPPEV implementation.
The program relies on the following legal provisions:
- Fundamental Law No. 96-6 of January 18, 1996 revising the Constitution;
- Law No. 83/013 of July 21, 1983 on the protection of persons with disabilities;
- Law No. 2010/002 of April 13, 2010 on the protection and promotion of persons with disabilities;
- Decree No. 2005/160 of May 25, 2005 on the organization of the Ministry of Social Affairs;
- Decree No. 90/805/PR of April 27, 1990 establishing FNE.
PAIRPPEV concerns vulnerable people who are capable and of working age, who face greater difficulties in freely accessing employment.
Overall objective:
The professional insertion of vulnerable populations through vocational training (on-the-job and formal) in various trades, and the promotion of self-employment and income-generating micro-enterprise projects.
PAIRPPEV thus promotes the empowerment of these individuals to make them capable of creating and producing national wealth.
Specific objectives:
- Foster an active partnership between the Government (through MINAS), FNE, civil society and vulnerable populations;
- Make vulnerable populations into truly autonomous and active individuals in the creation and production of national wealth;
- Encourage companies to adhere to the national solidarity charter by recruiting qualified vulnerable persons.
PAIRPPEV targets are classified into four groups:
1. Street children
2. People with disabilities (physical, sensory or mental)
3. Marginalized populations
4. Disaster and catastrophe victims
Eligibility conditions:
- Belong to one of the above-mentioned vulnerable groups;
- Register with the nearest MINAS service (Social Centers, Departmental Delegations, Provincial Delegations) and with FNE;
- Have an idea for an individual or collective income-generating project (for self-employment or micro-enterprise candidates);
- Required age: at least 15 years and no more than 60 years.
PAIRPPEV implementation unfolds in five essential phases:
Phase 1 — Identification and registration
Identification of potential beneficiaries by MINAS and FNE services; registration and situation diagnosis.
Phase 2 — Vocational training
Two types of training are offered:
- Formal training in accredited training centers;
- On-the-job training in companies for qualification in relevant trades.
Training programs take into account beneficiaries' physical capacity, opportunities identified on the labor market and program resource availability.
Phase 3 — Management training
Promoters whose files receive funding approval follow a short micro-enterprise management training course.
Phase 4 — Financing and installation
Access to repayable credit for starting the income-generating activity.
Phase 5 — Follow-up and support
Regular support and guidance for beneficiaries after their installation.
Financing type: Repayable credit
Credit conditions:
- Maximum amount: 5,000,000 FCFA (depending on project)
- Interest rate: 2%
- Credit duration: 48 months maximum depending on project
- Grace period: 02 to 06 months depending on project type
- Personal contribution: PM
- Guarantees: Moral guarantee from a local personality

- Access to professional training adapted to their capacities;
- Preferential rate financing (2%) to start an income-generating activity;
- Economic and social empowerment;
- Lasting integration into the national economic fabric;
- Exit from marginalization through recognized professional activity.
For partner companies:
- Access to trained and qualified profiles;
- Concrete contribution to national solidarity;
- Adherence to the national solidarity charter.
For Cameroonian society:
- Reduction of delinquency and social maladjustment;
- Promotion of social and professional inclusion;
- Contribution to national economic development through empowerment of vulnerable groups.
